Hmmm. As per the backend, all registered users settings in regard to date/time will override the default. The default only counts for guests and newly registered users before they manually change it themselves. Sooo I'd say just poke your own DST settings until you get it right, and be happy. :P

It's probably some issue with the DST settings. I'll look into it.
