This, I agree, essentially. "History Buff" is a similar phrase - at least in connotation. There's an amateur context. She doesn't say she's an historian, which would almost certainly be a lie.
She does talk about it as a trick of concentration, but she also comments that Siuan learns that immediately whereas she can't master it immediately. It seems that some Aes Sedai have a more natural aptitude? But I do think she masters it eventually.
I thought this too! Plus she's so conscious elsewhere of the background differences between her and Siuan that you would think she would offer some advice.
It's clear that she's very careful about whom she chooses though, too, from what I remember. There could be more to why she trusts them than we realize.

Definitely, however, I think that Moiraine's political adroitness and her practice with the game of houses makes her better for dealing with the hall and managing the squabbling factions than Siuan.
